It is more of a mix tape track and the loopy beat sounds like a southern fried version of Black Rob's Whoa; but whats evident right away is that nearly a year in jail has not hurt T.I.'s flow or and lyrically he is ferociously going at anyone who talked shit about him while he was away.

Congratulations sounds like a Rolling Stones balled if it was done in a more trippy way. Lyrically, it takes the view point of a politician who is desperate for success soon after they win office. Flash Delirium is a constantly shifting four minutes of music that is engaging and interesting throughout. Rumors of a sophomore slump are bullshit.
The New Bright Eyes track is off a reissue of an EP they did in 04 with Neva Dinova that is going to contain 4 new tacks including the new one Happy Accident: The track is classic Bright Eyes with Conor's Dylanesque lyrics and a variety of guitars and bells.
