Is A "Super Congress Constitutional? Will They Have To Wear Capes?

Not even getting to the specifics of the deal, this whole idea of a" super congress" seems fishy. I know there are special congressional committees and commissions, but none have had the powers that this super congress will have. I am not a constitutional scholar, but It seems kind of unconstitutional. I mean most people will not have one of their representatives on the super congress. Could it not be argued that those people are getting unequal representation in congress? Again, I am not an expert on this, but I have yet to hear this really debated or explained well.
